City to begin rehabilitationof the Numana Road Bridge in Kalihi
HONOLULU — The City and County of Honolulu’s Department of Design and Construction (DDC) will begin the rehabilitation of the Numana Road Bridge (No. 129) over Kalihi Stream in Kalihi. The project is designed to improve the bridge’s structural integrity, enhance its long-term durability, and ensure the continued safety of the traveling public.
The work includes demolition and removal of select bridge and roadway elements; construction of a new bridge deck, beams, curbs, railings, and guardrails; repairs to existing concrete spalls, cracks, and voids at the abutments and piers; and roadway resurfacing.
Construction is scheduled to begin on Monday, August 17, 2026, and is expected to continue for approximately seven (7) months, barring unforeseen conditions or weather events. Work hours are Monday through Friday, 8:30 a.m. to 3:30 p.m., excluding holidays.
The project, valued at $1,572,845, has been awarded to Kaikor Construction Group, Inc. Temporary traffic changes will be required throughout the project. Traffic control measures will be in place throughout the duration of the project as follows:
- Mid-August 2026: One travel lane will remain open during weekday work hours (8:30 a.m. – 3:30 p.m.), with vehicles alternating in both directions under the guidance of traffic control personnel.
- Late August through late December 2026: A full bridge closure will be in effect 24 hours a day, seven days a week to safely accommodate major construction activities. Traffic will be detoured using the approved detour route.
- Early January through mid-February 2027: The bridge will return to one-lane alternating traffic during weekday work hours (8:30 a.m. – 3:30 p.m.), with vehicles alternating in both directions under the guidance of traffic control personnel.
- No weekend lane closures are anticipated during the August and January through February one-lane traffic phases, weather and field conditions permitting.

Motorists are advised to allow extra travel time and observe all posted signs, traffic controls, and the direction of traffic control personnel while traveling through the area. Valley View Drive-bound motorists may use Likelike Highway as an alternate route.
Complimentary Shuttle Service
During the full bridge closure, TheBus service along Kalihi Street (Route 7) will be temporarily unavailable to residents of the Valley View Drive community. To maintain transit access to connecting TheBus service, a complimentary, on-demand shuttle will be provided to the Valley View Dr. community during the late August-late December phase of the project.
The shuttle will operate between the Valley View Dr. Community and Kamehameha Shopping Center and will operate from 5:00 a.m. to 11:00 p.m. daily. Riders may connect to and from multiple TheBus routes serving the area near Kamehameha Shopping Center, ensuring continued access to destinations throughout Oʻahu. There will be no detours or route changes for TheBus Route 7. To book a shuttle ride, riders may call TheCab at 808-422-2222 and use the code “Route 7” to schedule a pickup.
A shuttle service will be provided during the full bridge closure.
