City shuts down portion of 11th Avenue in Kaimuki due to wall stability concerns

HONOLULU — The City and County of Honolulu’s Department of Transportation Services (DTS), Honolulu Police Department (HPD), and Department of Planning and Permitting (DPP) have closed a portion of 11th Avenue in Kaimuki due to safety concerns involving a wall at Happy Days Chinese Seafood restaurant, located at 3553 Waiʻalae Avenue.
The closure affects a portion of 11th Avenue between Waiʻalae Avenue and Harding Avenue.
Inspections conducted by DPP identified significant structural concerns at the restaurant. A critical interior truss has collapsed, and tilting of the parapet wall facing 11th Avenue has been observed, raising concerns about the wall’s stability and the potential for collapse if the structure deteriorates further.
As a precaution, the City has closed the affected portion of the sidewalk and roadway while the condition of the structure is further assessed and necessary repairs are determined.
There is currently no timeline for reopening 11th Avenue due to the extent of the structural repairs needed. The property owner is cooperating with the City and is working to shore up the wall as soon as possible to help ensure public safety.
The roadway closure follows a ceiling collapse at Happy Days Chinese Seafood earlier this week. DPP has determined that the restaurant is currently unsafe to occupy. It will remain closed until the necessary repairs are completed and DPP determines that the structure is safe for occupancy.
Motorists are advised to avoid the affected portion of 11th Avenue and use alternate routes. Pedestrians should also avoid the area until further notice.
The City will continue to monitor the situation and provide updates as additional information becomes available.
