CNRH anchors CNO’s “Total Sailor: Fit to Fight” initiative in Hawaii

JOINT BASE PEARL HARBOR-HICKAM, Hawaii — In direct alignment with Chief of Naval Operations guidance outlined in Naval Administrative Message (NAVADMIN) 246/26, Commander, Navy Region Hawaii (CNRH) announced the regional rollout of the “Total Sailor: Fit to Fight” Playbook, Oct. 19. 2026, which focuses operational readiness on the holistic pillars of mind, body, and spirit.

NAVADMIN 246/26 emphasizes that the U.S. Navy’s decisive warfighting edge resides in its people. Rather than establishing new administrative checklists or compliance inspections, the directive calls on leaders at all echelons to invest deliberately in daily engagement, personal mentorship, and tough, realistic warfighter development.

Across Oahu and Kauai, which are home to more than 25,000 active-duty Sailors, civilian warfighters, and operational commands, the directive is being embedded into waterfront operations, maintenance overhauls, and shore installation routines.

“Our posture in the Pacific Fleet area of operations demands absolute readiness, but combat capability begins long before a ship deploys,” said Capt. Gregory deWindt, CNRH chief of staff. “Being ‘Fit to Fight’ is how we live, train, and support one another every single day. Whether we’re turning wrenches at the Pearl Harbor Naval Shipyard or executing high-tempo missions across the Pacific, Navy personnel’s mental, physical, and spiritual resilience constitutes our greatest strategic advantage.”

  • Mind (Cognitive Superiority and Operational Adaptability): At Pacific Missile Range Facility (PMRF) Barking Sands on Kauai, leadership views cognitive fitness as indispensable to multi-domain superiority.

“In a contested environment, the tempo of decision-making determines victory,” said Capt. Robert Prince, PMRF commanding officer. “Training the mind means teaching our team to thrive amidst ambiguity, rapidly solve problems, and maintain the cognitive stamina needed to support critical testing and training and establish real-world deterrence.”

  • Body (Physical Lethality and Deckplate Endurance): For personnel executing mission-critical maintenance at Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF), physical readiness ensures the workforce is able to keep the fleet modernized, fully deployable, and ready to carry out the mission.

“Shipyard work isn’t glamorous. It takes grit both physically and mentally to work as a team to get the job done,” said Capt. Ryan McCrillis PHNSY & IMF commander. “On the waterfront, it means building the endurance, strength and flexibility to work long hours in tight spaces, operating industrial equipment, all while protecting your shipmates and co-workers”

  • Spirit (Cohesion, Trust, and Ohana): At the installation level, JBPHH leadership is driving connection through shared purpose, family readiness networks, and proactive peer-to-peer engagement.

“Joint Base Pearl Harbor-Hickam exists to project and sustain combat-credible power across the Pacific, but strategic geography and infrastructure only matter if our people are ready,” said Capt. John Frye, JBPHH commanding officer. “Living on an island can bring unique personal stressors. That is where our spirit and our sense of ‘ohana’ matters most. Deckplate leaders need to genuinely know their Sailors and understand their goals, their families, and their challenges, which helps build teams that are mentally tough, confident and focused.”

Installation commanding officers and division leaders across JBPHH and PMRF will integrate the playbook’s practical leadership discussions into existing division routines, quarters, and Sailor 360 professional development sessions. Regional support services, including Chaplains Religious Enrichment Development Operation (CREDO) Hawaii, Navy Chaplains, and the Military and Family Support Center (MFSC), stand ready to support commands in reinforcing each dimension.

“True warfighting readiness - whether on shore or at sea - requires knowing your shipmates and setting high standards while ensuring nobody fights alone,” deWindt added. “When our Sailors have the cognitive clarity, physical endurance, and spiritual anchor to weather adversity, our fleet is unbeatable.”
